Default topped royal poinciana target cuts

ok so today we deadwooded 3 royal poinciana trees and did some spread reduction. the tree had some lower branches about 4-6 inches diameter that were topped so i ended up taking them back to the trunk but i am now thinking that might not have been such a good thing since these trees are soo bad at compartmentalizing as it is.

my question is,
if the branch was topped and there was nothing to reduce to, would you have done the same thing or let the topped branch continue to sprout new suckers and just keep pruning them off?
