I'm just wondering did you pay the arborist anything for coming to have a look? We need pictures too, decent ones like I take.

Well that is weird, he gets paid to come out and have a look and tell you nothing? The second pic of the trunk, that looks OK, that's just lichen on the trunk. That foliage looks dead and it doesn't look diseased. Now what killed it? There's a number of possibilities and you best get a clean sheet of white paper and a magnifying glass. Get the sheet of paper and hold it under the foliage, shake the foliage and see if any tiny tiny mites fall off. Try both dead and green areas. Look the foliage over carefully with a magnifying glass, looking for any signs of fungus or rust. Look over the stems and twiggy parts for any small holes or bleeding/beading up of resin. That tree is in a group at the end, the others behind do not look as affected, so is that tree getting different wind/sun/rain etc? There's some blights that can do that too. So it could be fungal, could be mites, could be both. As a starter without being there or actually getting a direct hit on the pathogen I suggest.

It is a variety of juniper. And yes junipers have needles, and they are often very sharply pointed! Looks like mite damage, and a miticide will work, but ususally by the time you see the problem is almost too late to fix the problem.
