Sounds like a negligence case to me on the rise.

2.5m dia trunk tree is huge, I wonder what species?
If there were VTA (Visual tree assessment) symptoms of the failure then the council could be held negligent. Where councils provide walkways, paths, seating etc they have a Duty of Care to inspect the trees on a frequent basis and ensure they are reasonably stable. If there's no records of regular inspections then certainly the council is NEGLEGENT. The time for "acts of God" as an excuse for poor management is gone, press hard this issue, ask the reporters to question. Large trees, 2.5m in dia usually have rot, decay, over extended limbs with warning signs of failure.

definatley worth investigating, i would have thought that within a high target area such as camp site that the trees should have been checked on a regular basis
