cosac - COSAC Profile

They are big guys and push jobs on people and triple quotes once the job is done. When they did a job for one of my clients mothers they upped the price many times over and put her in there truck to take to the ATM.

Most are collecting the dole and aside from there shocking work, no safety gear they also like to have kids work for them as well. They often only take payment in cash and will make clients (or victims) write them a reference afterwards.

They have been exposed by alot of media but knock on every door in our region, but rip off enough people to make it worthwhile.

I think alot of the groups all over NZ are linked, (and the cosac site says they are) it seems strange that it seems to be samoans always doing it but no cook island, tongan, fijian, rarotongan or Nuiens involved.

Nice work Ekka.

Loved that last cut that was slowed and highlighted. Shows a clear lack of formal training and no thought to job safety. That 1.5 branch stub was horrible.

$10,000 bill for tree removal

20th May 2010

CHARGING an elderly Maryborough woman $10,000 to trim and remove a number of trees from her property was fair pay for a fair day’s work, according to a Logan-based company that is sourcing jobs on the Fraser Coast.

All Queensland Tree Service manager Elveisi Moli said he had discussed the project with the woman at length before his gang of 10 men moved in to perform the work.

“It was up to her to say yes or no; she wasn’t pressured,” he said.

But Mr Moli did concede the woman’s daughter was not happy with the arrangement when she arrived later that day to sign the $10,000 cheque.

“She queried her mother on the amount, but her mother assured her that it was all OK,” he said.

The All Queensland Tree Service has its headquarters in Kingston and often goes on tour looking for work.

It has been in the local area now for some three months and Mr Moli said the business had completed around 50 projects.

He said his operation involved them driving around the local streets and looking at properties to see if they needed tree lopping or tree clearing work done.

“When we see a potential job we knock on the door and ask the owners if they’d like a quote and then we chat about a price,” he said.

“No one is forced and it’s always done politely,” he said.

Mr Moli was working in the Scarness area yesterday morning when we caught up with him.

Police had been chatting with him earlier that morning after they received a phone call from a Scarness resident, who was anxious about strange men being in the area.

Mr Moli said he could understand some residents getting a little concerned when they were approached out of the blue by a stranger but his company couldn’t afford just to sit around in Brisbane and wait for jobs to come in.

“We have to go out and actively seek work; I have 10 people I employ,” he said.

When questioned about the high quote on his recent Maryborough job he said it was the right rate because it involved 11 men working at the property and took seven hours to complete the work.

“There were some trees that were over 80 feet high and this is difficult, skilled work,” he said.

A Scarness resident who had recently employed Mr Moli and his men to remove three trees said she was a little intimidated when one of his workers knocked at her door and offered her a free quote to remove the trees.

The woman, who asked not to be identified, said they told her it would cost $500 but this was reduced to $350 after her husband negotiated a better price.

“What they did was fine and the work was completed in just 15 minutes,” she said.

“I must admit though, when a big gang of men walked on to the property laughing and carrying on I did become a little concerned for my safety.

“I was jumping at shadows but I was glad I had the carpet cleaner man at my house at the time.”

you just CAN'T compete with door knockers or fly by nighters,I personally will have no sympathy for a home owner who uses there services and theres a serious accident and they land owner is chased for damages.

They will keep door knocking and ripping off,Why?Because they can!

You know, some people are just plain gullible, sadly.

Like a broken record I get sick of saying, "I TOLD YOU SO".

Now this very same bunch of rogues has a warning out by dept of Fair Trading.

Rip off alert: pensioners warned off tree loppers

Quote:
A Brisbane-based company is under investigation for allegedly pressuring elderly customers to spend thousands of dollars on tree lopping services.

The Office of Fair Trading has issued a warning against All QLD Tree Services, based in Kingston, in Brisbane’s south.

Fair Trading Minister Peter Lawlor said his office had good reason to believe All QLD Tree Services was ‘‘ripping people off’’, particularly vulnerable pensioners.

An elderly Maryborough woman said she paid the company $10,500 to have branches on a tree in her yard trimmed.

Meanwhile, an 83-year-old Bundaberg man claimed the workers pressured him to go to the bank and withdraw $8000 to pay for two trees to be cut down and others to be trimmed.

“Some [workers] approach residents by pointing out flaws in their home that apparently need fixing,” Mr Lawlor said.

“They’ll often offer to drive the person down to the ATM to get their cash.

‘‘When there’s a group of tradesmen in your home demanding money, it can be very intimidating.”

An investigation into the company’s practices is underway.

“The amount charged for the type of work raises questions. The company reportedly only accepts cash and pressure tactics are used,” Mr Lawlor said.

“The Office of Fair Trading is concerned the trader may have broken door-to-door trading laws which are in place to protect consumers.”

Traders caught breaching the Fair Trading Act face fines of up to $54,000 for individuals and $270,000 for companies.

Under the Fair Trading Act door-to-door salespeople must:

• produce an identity card with the trader’s full name and address

• only contact customers between 9am-6pm from Monday to Friday, and 9am-5pm on Saturdays. Calls on Sundays or public holidays are prohibited

• provide a written contract clearly stating the breakdown of costs, including GST and the total price when the goods or services are more than $75

• provide a 10-day cooling-off period when the goods and services are worth more than $75. During this time no payment, including deposits, can be accepted and no work can be commenced.

• provide a form outlining the consumer’s right to cancel a door-to-door contract

• provide a form to actually make the cancellation within the cooling off period

Members of the public can report suspicious activity of a trader by calling 1313 04.

Here's some of the follow up in that region. I also note that comments in the original story have been removed from their website, just as well because it was full of praise by ignorant people!

Now in this one cop a load of the "customers" attitude. Anyone can take pictures lady, get over it (Google photographed the whole planet and all the streets). And for a former school teacher it shows how ignorant you are especially in researching what is appropriate pruning techniques. shocked003:

Officers cut manners | Fraser Coast News | Local News in Fraser Coast | Fraser Coast Chronicle

Quote:
4th June 2010

THEY called it an “ugly job” but Hervey Bay’s Helen Heath said it was the actions of two council officers last week that deserved that title, not the tree lopping they were inspecting.

The former teacher from Wondunna says primary school students have better manners than Fraser Coast council compliance officers who visited her Maree Street home after she had several trees in her yard cut back to make way for solar roof panels.

The trees were cut back by controversial company All Queensland Tree Services last Thursday and while Ms Heath said she “couldn’t have been happier” with the job, the council officers weren’t so thrilled.

Within half an hour of the tree loppers leaving, two female officers arrived at Ms Heath’s home.

The council’s community and development director, Peter Smith, said the officers went to the home after receiving a complaint about the company cutting back the trees without permission.

Ms Health says she didn’t make the complaint and the council officers spent more than an hour at her home inspecting the trees and asking why she hadn’t asked permission for them to be cut.

She says she told them she wasn’t aware she had to ask permission as the trees weren’t on any protected lists and that although the officers said the tree lopper had done an “ugly job” they would take no further action.

She says the officers then asked her for the details of the tree lopper but that when she told them her husband would have to call them later, they couldn’t provide any council identification.

“They couldn’t even produce a business card or anything,” Ms Heath said

“They wrote their details down on a piece of notepad paper.”

According to Ms Heath her husband did phone the officers with the details and was again assured that no further action would be taken so she was surprised when she saw two more officers taking photos of her property the following Monday.

“I was livid when I saw them there,” Ms Heath said

“I admit I yelled at them because I just thought it was so disgusting that they could come and take photos without permission.

“I’m just really annoyed about the way the council has gone about it.

“If no further action was going to be taken then why did they need to take pictures?”

Mr Smith painted a different picture yesterday.

He said the officers who visited the property on the first day were wearing council identification tags and that they wanted to “ensure that residents were aware of the applicable laws and how they applied to trees on private property for future reference”.

He said an officer and an arborist took photos of trees to file as part of an investigation into the standard of tree pruning in the area and that the only time they stepped on to the Heaths’ property was to apologise for not telling the owners before they started.

And here, another decent local company goes to finish the $10K job off for free. I bolded the interesting part.

Tree lopper to help clean up mess | Fraser Coast News | Local News in Fraser Coast | Fraser Coast Chronicle

Quote:
29th May 2010

A MARYBOROUGH tree lopper has volunteered his services to the elderly woman who was targeted by out-of-town traders recently and hit with a $10,500 bill.

Luke Brooks from S and L Quality Tree Services offered his expertise after reading yesterday's Chronicle report concerning the 87-year-old Arbury Street resident.

Mr Brooks (pictured) said he would be happy to finish off the job properly for the woman – for free.

The original job was done by Brisbane-based company All Queensland Tree Services, which was in the Fraser Coast area door-knocking for work.

“Taking the tops of those trees has actually made the situation worse,” Mr Brooks said.

“I want to offer to finish the job off for her. I'll remove the trees from the base, clean it all up and plant some replacement natives that are low-growing.”

Mr Brooks said he was fully qualified and insured and had several years experience in the industry.

The elderly woman's daughter yesterday said she would definitely consider taking Mr Brooks up on his offer.

“It's shocking what they've done,” she said.

A complaint has been made with the Office of Fair Trading.

Another local tree lopper, Peter Gibbson from Anchor Tree Lopping, told the Chronicle the $10,500 charged to the woman was thousands of dollars too much.

Mr Gibbson has been in the industry for more than 15 years and said no Maryborough yard would cost that much to clear completely.

Meanwhile, the Fraser Coast Regional Council issued a statement reminding people to be aware of local laws regarding vegetation clearing.

Acting director of development services Shane McGowan said the council had introduced laws to protect the environment and anyone considering clearing any vegetation should check first to find out how the regulations applied to them and whether a permit to clear was needed.

“Vegetation enhances the natural look and feel of neighbourhoods and plays a vital role in providing shade, habitat for wildlife, in maintaining soil health, for erosion protection and for minimising weed infestation,” he said.
Elderly woman 'basically robbed' | Fraser Coast News | Local News in Fraser Coast | Fraser Coast Chronicle

Quote:
28th May 2010

AN ELDERLY Maryborough resident who paid $10,500 to have three trees trimmed now has to pay even more to clean up the mess the out of town treeloppers left behind.

The 87-year-old Arbury Street woman was “taken for a ride” by the All Queensland Tree Service according to a Maryborough maintenance man who works on several properties on the street.

“Now she has to pay even more to clean up this mess,” he said.

The maintenance man showed the Chronicle deep furrows in the woman's back yard where the company's truck got bogged: it had to be towed off the property.

He also pointed out the three trees that were trimmed and denied All Qld Tree Service manager Elveisi Moli's claims that “some of the trees were over 80ft tall”.

The man said the tallest was no more than 50ft and the other two were much smaller.

“Some people might have gotten the impression these trees were lopped at the base but that's not the case – they were just trimmed at the top.

“They didn't even need to be cleared. They weren't posing a risk to anyone and none of the neighbours had complained.

“I was absolutely disgusted to find out she had paid $10,500 to them to trim a couple of dozen limbs. She's basically been robbed. They've taken her for a ride.

“And it's an absolute disgrace they left the yard in this state. The lady has since had a fall and now she's in hospital.”

Mr Moli told the Chronicle the woman's daughter signed a cheque to pay for the work but the Maryborough maintenance man said he knew the woman's daughter would have “put a stop to it” if she'd known how much her mother was charged.

Anchor Tree Lopping and Landscaping owner Peter Gibbson has been in the trade locally for more than 17 years and said he didn't know of any yard in Maryborough that would cost so much to clear.

“I don't think that job should have cost any more than about $1700 – and that's a very high estimate,” he said.

“Usually if a tree is a risk it's fully taken out. That gum tree looked very healthy and there was nothing visibly wrong with it.

“And the paperbark was just a small tree.

“It definitely shouldn't cost that sort of money and I can't understand how it took 11 men all day to do that sort of work – nine people must have been sitting around watching the other two do the work.”

Mr Gibbson advised people to shop around and get another quote before letting anyone do any work.

The Office of Fair Trading also warns people to be wary of itinerant traders.

“The OFT issues warnings about itinerant traders as there are some who breach the door-to-door laws under the Fair Trading Act 1989 and also often overcharge and intimidate customers,” a spokesman said.

If a job cost exceeds $75, a written contract must be provided and itinerant traders cannot legally take any money or do any work within a 10-day cooling-off period.

“Traders caught breaching the Act face fines of up to $54,000 for individuals and $270,000 for companies.

“There are additional risks with tree loppers that don't carry any insurance as consumers may have to cover the cost to their properties for any damaged caused.”

People who believe they have been treated unfairly or believe a trader has acted illegally are encouraged to lodge a complaint with the OFT by visiting Fair Trading : Department of Employment, Economic Development and Innovation or calling 13 13 04.

The spokesman could not confirm whether a complaint had been received about this specific case but encouraged the customer or a family member to contact the OFT.

What equipment does he own?

$10,000 would be a fair landclearing job not trimming around a house!!!

All i have seen him in is a beat to hell diahatsu delta with a powerpruner hanging out the back.

Has he been asked and provided insurances? Are these councils toothless tigers?

Arrow Moli still at it in Bundaberg

And they are still at it, touring up the coast ripping people off. Mind you I have been onto these clowns for some 5 years now.

Warning out on tree loppers | Bundaberg News | Local News in Bundaberg | Bundaberg News Mail

24th September 2010

AN 83-year-old Bundaberg man has complained to the Office of Fair Trading (OFT) after he suspected unlawful business practices of a tree lopper.

Elevisi Moli is the All Qld Tree Services, Kingston, Brisbane-based proprietor. It is believed Mr Moli and a group of workers are known to travel around Queensland peddling their services door to door.

The Bundaberg man said he was pressured to go to the bank and withdraw $8000 to pay for two trees to be cut down and others to be trimmed.

It is not the first time someone has paid All Qld Tree Services, with a Maryborough woman also paying the company $10,500 to have the branches on a tree and yard trimmed.

The Fair Trading Minister Peter Lawlor said the OFT had reason to believe the service was ripping Bundaberg people off, particularly vulnerable pensioners.

“Earlier this year the OFT launched an investigation into the practices of All Qld Tree Services,” he said.

“Those investigations are continuing and relate to serious breaches of the door-to-door provisions of the Fair Trading Act 1989.

“In the meantime, I encourage Queenslanders to be very wary if approached at home by this company.”

Investigations have identified amounts charged by All Qld Tree Services far exceed the expected price for the amount of work done.

Mr Lawlor said it was believed the company only accepted cash and pressure tactics were used.

Default Elevisi Moli, 43, of Kingston in Brisbane, pleaded guilty to 12 charges

Well, they got busted!

I am glad to have helped out even with this one. I remember when the newspaper ran it's first article up there praising these guys like Aussies were lazy to work or something. I contacted them immediately and also made a comment online and they soon changed their tune realising they had conmen up there.

whilst you can price whatever you want read what he actually got busted for carefully.

Kingston resident Elevisi Moli pleaded guilty to 12 charges of failing to comply with provisions of the Fair Trading Act 1989.

A DOOR-to-door trader who offered an instant tree-lopping service to elderly Maryborough and Hervey Bay residents has been chopped off at the knees by the Department of Fair Trading.

Elevisi Moli, 43, of Kingston in Brisbane, pleaded guilty to 12 charges of failing to comply with the door-to-door provisions of the Fair Trading Act 1989 and was convicted and fined $2000 and ordered to pay $17,802 in compensation to three customers.

Office of Fair Trading executive director Brian Bauer said Mr Moli and a team of workers door-knocked the elderly on the Fraser Coast in April, May and September 2010, offering tree-lopping services and immediately asked them for either cash or cheques made out to cash.

“The Office of Fair Trading started an investigation in June 2010 after receiving complaints from family members on behalf of three of the elderly persons alleging Mr Moli had charged thousands of dollars for trimming tree branches and was taking advantage of vulnerable, trusting people,'' he said.

“In one instance, an 87-year-old Maryborough woman was charged $10,500 for work that was valued by qualified arborists at about $900. In another instance, an 83-year-old Hervey Bay man was charged $8600 for work that should have cost about $1200.

“The investigation found Mr Moli had breached the door-to-door trading provisions of the Fair Trading Act in that he had failed to present an identity card, failed to provide a written contract including all of the information required under the Act, provided services within the 10-day mandatory cooling off period; and accepted payment within the 10-day cooling off period.

The Fraser Coast Chronicle ran a series of articles last year warning local residents that Mr Moli was in the area and how he was grossly overcharging for his services.

Mr Moli and his business, All Queensland Tree Service, were named by the Office of Fair Trading in June 2010 and again in March this year to warn people against having dealings with his business.

Mr Bauer said door-to-door traders had specific requirements they must abide by.

I second that ! you can make good money in this industry with out ripping folks off..and ripping off the elderly is the lowest of the low. You bring your own race into dis-repute, which is a real shame because I have decent islander friends who are real people, responsible business men and loving family people ! Hats off to them.. and shame on you, and all like you regardless of race!!!!!

Hello all,

I just wanted to make everyone aware that my street in Alexandra Hills, 4161, Queensland was targeted yesterday by Samoan Tree-Lopping door knockers. The man who came up to me was young and probably in his early 20's but I did see a white Ford Falcon slowly following him up the street.

My biggest concern with these dodgy operators is if they are scoping out our homes while supposedly selling these services? Door knocking should be made illegal in my opinion!

Either way I just wanted to let you all know that this area is also being targeted.
