They look to be flowers on a maple, and if the picture was taken in the spring of the year, here in Ontario, I would say Manitoba Maple (Acer negundo). Not sure if this species grows in Melbourne.

Thank you for that, the photo was taken 5 days ago on the first day of our spring; it has obviously been in flower for a while, it looks like bunches of seaweed hanging from the branches. if it is a Maple when should leaves appear and of what type.

Good call Treehaveneeds that one had me stumped only now I see it.
They often come in a variegated form so the leaves can be white mottled green. The leafs be out soon with the warm spring we getting then you get the Samara seed drop which can be quite weedy in unattended lands
