neighbour has a dozen trees in a line close to our house causing soil dehydration and movement, neighbour has agreed to get rid of trees will this stop further damage to home and how soon after can a large shed with concrete slab be built

It will stabilize soil moisture levels in the top horizon. There can even be heavage where the soil rises in a really reactive clay. There also can be some subsidence when the timber in the ground rots causeing a void, but this is usually larger roots closer to the stump. How soon after can you build etc? I do not know, you'll need geotech soil tests and determine when soil moisture is uniform compared to areas where no trees affected the soil. It's quite a vague question and depends on many factors including natural rainfall.
