Not a good picture but seeing as you are in Sydney, it might be a Flowering Ash. People like to plant them in spots like that. |

If it is a Robinia, it can get very big -- could also be a flowering pea? Need closeups of compound leaves to be sure

Robinia...........or Mop Tops as they are affectionately known here in Australia. They are a grafted tree with multiple scions which are prone to break off in high winds. If kept trimmed as they are meant to be...they don't get too big and are great in ornamental rows. I have also transplanted very mature versions (2.5m tall) and they all survived.
