This is a winged sumac, Rhus copallinum L., where "webbing" you referred to is actually the wing on the rachis between leaflets. I recently saw an article in a Sunday paper insert that misidentified it as poison sumac, but it is easy to tell them apart. Besides the wings on this one any none poisonous sumac has clusters of terminal flowers that produce red fuzzy fruit that has the flavor of lemonade while poison sumac/oak/ivy all have axillary flowers that result in white/creamy fruit. Secondly poison sumac is almost always in a wetland habitat (99% or more).
