What is this on my white pine trees?

Hi I own a home in Northeast Ohio area and I have a tree lined lot. I have about 8 white pine trees and I'm noticing this white popcorn type stuff on some of them. Can someone help me diagnose what this is? I'm attaching pictures.

It looks like gum. Peel it off. IF it is gum, that will be readily apparent. If on pulling it off, you see a small hole, hold a lighted cigarette near the entrance of the hole, and a boring larvae should come out. If so, kill it and that should end that problem, at that location. If no cigarette, unfold a long paper clip, and slip into hole, and may well stab larvae and kill it that way. A gooby end on the paper clip will mark your success.

If there is no small hole (about 1/8" diameter) then take clear pics of the result and post them.

Thanks. I peeled it off and it is not gum. I found small holes in back and yes most likely larvae. Do you know what type of insect/pest this is? Anything I can spray on the trees to kill these? There are some that are high up in the trees and I can't reach them.

Could these insects/pests be damaging my trees? What are signs of distress I can look for to determine this?

Borers, I think you guys got some pine tree killing borer problem anyways.

Better work on the health and vitailtiy of the trees, spraying to kill borers is a real big ask.
