Default What is this Mango Pest?

Would anyone know what this beast is? I'm building a tree house in a Mango
tree in Costa Rica. This crud seems to be spreading. The largest group of leaves maybe 1 meter across. At it's worse the leaf turns completely black and hence dead. Thanks for any help.

Its the Mango leaf gall midge they produce wart-like galls on leaves resulting in reduced photosynthesis if left uncontrolled leading to leaf drop and lowered fruit production. Younger trees can die while older trees dont recover normal growth after repeated attacks.

this is a reportable infestation and you shouldnt move any fruit or leaves anywhere as they spread exceptionaly easily.

What type of treatment do i need to be researching.
Needless to say this tree is very important to me and others.

Sir Freeman...
the only reason i think that it is possible you're not yanking my chain
is that upon posting this same question in a forum based here in the states,
i received many possible answers. ( All contradictory) Two of which were bat sheet. So if you'd be so kind as to give it to me straight up.
Is this bugs or bat butts?
Sometimes is really embarassing being this dumb.

Its bat guano (The sir is nice....but there are enough guys over here who believe such titles suit them, I'm not one)

The easiest way to see what it is, is to scrape or wipe it off the leaves if it comes off without any damage underneath its guano if it is into the leaf then its an infestation.
