weeping willow budding

Default weeping willow budding

I bought a nice weeping willow this fall and we had some really cold weather in october and it lost its leaves but now its been a mild november and it has started to bud out at the ends of its branches and im worried it will now die and not come back in spring, I live in north eastern iowa and am wondering why it is doing this and if it will still bud in spring, or since i have never had a weeping willow before is this normal?
