Default sick Fox Tail palm - diagnosis

Hello
I'd like to know whats wrong with this Foxtail Palm and what I can do to bring it back to health.
Location: Central Florida, 10 miles inland.

Planted around 7 years ago. After this cold winter the outer fronds died and the center popped but they have not fully extended out to branches and it's been around 3 months. We fertilized it and watered it since it's been pretty dry.

This foxtail sits on the westside of the house as do 3 queens and 2 other foxtails that are thriving well.

The dead tips seem like a mineral deficiency but I'm not sure what.
