Default seed pods too heavy for young birch?

I have a young weeping birch, it was planted last fall and leafed out fine and seems healthy, the only problem i have is the seed pods are bending the branches, will this hurt it, or can they be safely cut off? and is it normal for a tree this young to produce them?

Also, seed pods should be gone within a month -- if the tree couldn't handle the weight, it wouldn't have the pods. Tree does seem a little young, but obviously not if it has the pods.
