Default Root pruning

Gidday all, I've been searching on the net for any info or images regarding reactive root pruning and barrier installation. I've found ssome stuff on the Critical Root Zone, but for council trees being root pruned for fence saving I will definitely be well into this zone. Is there a safe percentage or formula to work out what is safe to prune?
