Default Plum Tree Problem

I recently bought a house that has what I believe to be a Purple Leaf Plum in the back yard. It doesn't sit in the sun all day so some of the bottoms of the leaves are green, which from what I understand, is normal. What is not normal, however, is this decay looking stuff on the leaves. It is common enough to be able to notice it from afar, and below is a pic of what it looks like exactly. If anyone has any idea, please let me know.
