Default Plum Tree

Can anyone tell me what is attacking my Plum Tree? I have never seen this before It is a Santa Rosa about 5yrs. old.

Apply white oil or hort oil. These buggers aren't so easy to kill with insecticide but the oil covers them and they suffocate.

They're like many bugs, come and go depending on conditions, right conditions, lack of predators and you get a boom.

Ladybugs/Ladybirds and Pirate bugs (Orius spp.) and many birds eat scale insects.
