Pests or disease killing curly willow and cherry...?

I have a curly willow, cherry, and filbert tree. They all seem to have some affliction. There are tiny raised spots all over the trunks, and the bark is cracked and peeling in places...
What is this?

Looks like scale, it's usually on the leaves though.

They might also be lenticels on the bark - portals for gaseous exchange.
