Default Need help with this Jacaranda guys

Hi guys I need some advice on this tree, I am thinking removel due to what I have found but I need your opinion please.

The first photo is of the tree in the church yard, the second is af a seam crack from last years storm with rot inside, the other is of the the top of the trunk where the main leaders begin. If you look closely at this photo you can see two holes either side of the middle leader, this is hollow for about a foot and a half and I think rot is also present.

Whats your thoughts please.

Many will argue, maybe bolt, cable, prune etc but me thinks time for replacement.

Jacs epi up real bad if you prune a lot.

It will not take much for mother nature to finish what it started. I see traffic, pedestrian, recreation, and landscape targets that cann't be moved. And i would say frequent use around the tree. On a scale from 1-4 I would give it a 3 for failure potential. Cann't tell the size for sure, but my guess would be 18-30", and that would mean a hazard rating of 3. So, I see it as a 3 for frequent use, a 3 for failure potential, and a 3 for the size. That's a 9 out of twelve possible for a hazard rating. Removal!
