Default My Weeping Cherry has white powder on it!!

My Weeping Cherry is about 20 years old. This spring, it started to get a white powder all over one side. It still bloomed beautifuly, except had a hard time there. Thinking is was just salt from the sidewalk that had damaged that side, we cut it off so the front side was all open. To our suprise, the white stuff is now all over the entire tree and is slowly killing it. No one seems to know what it is. It looks like fake snow. Help!!!

Need pics to help. Flat pics of leaves best. Does the "White snow" wipe off?

Yes, the white stuff wipes off. It is only on the branches, not the leaves. Some branches have alot, some have a little, and some have none. The outside of the tree still looks very healthy, and there isn't much powder on it from that angle. However, if you go underneath the umbrella, you can see it everywhere. I saw a black bug yesterday..only one. It kind of looked like a tick. It was dead, I'm assuming because we put a systematic insecticide on the ground about a month ago. The tree is still shooting out new branches, especailly where I cut off the front.

Still need pics. If it were on the leaves, it sounds like powdery mildew. If it is only on the branches, sounds like could be scale. Need pics to offer more. And an idea of size of scale relative to say... a penny.

You'll want to be careful about pruning at this time of year, pruning within 6 weeks of a killing frost will kill any new branches or foliage the tree puts out.
