Question Is my dwarf pussy willow dying?

I have a dwarf pussy willow tree which is about 4 years old. It stands approx. 4ft tall, is very full and many branches reach to the floor. Until recently it has always appeared very healthy but the leaves have just started to turn brown and "crispy" and curl in on themselves. It gives the impression of being parched of water although it is watered regularly. Any ideas?

How much water are you giving willows can be flooded everyday not it would not hurt them .
