miniature leaves on Ligs and Crepe Myrtles????

Default miniature leaves on Ligs and Crepe Myrtles????

I have a new problem mite or something on my plants here in North Florida I haven't seen till recently. It is on my Ligustrums, Crepe Myrtles, Lorapetulum and recently Viburnum. It makes the leaves the new growth, miniature and has like little brown pods all over the ends of the branches, My yard insect control company tried "Avid" on the problem areas to no avail and the problem has persisted even thru the last 2 unusually cold Winters. It even prevented my mature Crepe Myrtle from blooming last year. I and the company are not sure what the mites?, bush mites?, or whatever is. I will post some pics as soon as I can. Any one else having this problem in the North Florida/ South GA area? I need to get rid of the pests before everything is ate up!

Could also be fungal or bacterial
