miniature dogwood didn't drop its leaves

What may have caused my white flowering dogwood to hold onto its leaves over this winter, and is it going to survive? The buds look ok. It may have become very dry last summer. I wasn't vigilant about watering it.

Sometimes leaves don't fall off in the fall, and just hang around until the wind or heavy rain or something else knocks them off. Some trees are worse than others., I don't know if it is related to lack of water in the fall, or low sugar levels, or just the dormancy period comes on faster than the tree can respond. Try gently tipping one of leaf stems and see if it "breaks" off the twig easily. If so -- should be no problem. The balance of the leaves will drop off with the new season's growth,
