Help! I have a dying tree

Unhappy Help! I have a dying tree

I live in Easter Pennsylvnia USA
My Red Bud Tree bark is peeliong off. The local gardening center said it might be borers.
We have already lost 1 tree (Weeping Cherry) to what ever this is.
We have just replace it with a Japanese Maple and I don't want to lose the new tree or any other mature trees we have.

Help !
