These are leaf galls of some description!
Not to sure of your tree species without clearer pictures.
A gall is an abnormal growth reaction of the plant in response to an intrusive organism such as a bacterium, fungus, nematode, mite, insect or possibly am virus.
There is no health risk to your tree, but it looks like it may messing with the appearance of the crown!
Unfortunately there is no real control measure that I know of! However someone might know of a method of control??
Sorry I could not give you preventative actions and only descriptive analysis.

Maybe they're some sort of psyllid, mite or something. If you pick them off with tweezers and squish them do they have blood and guts of insects or tree goo like a gall?

It seems similar to what some hibiscus get here, and a mite is the original cause but you dont really see them just the effect.

From the PDF attached.

Quote:
Contact insecticides and miticides can prevent
galls by killing the adult stage of the gallmaker.
Systemic insecticides, both foliar and soil applied,
theoretically should provide good gall control.
However, these products will not cure galls that
have already formed, and their ability to prevent
gall formation also depends on accurate timing.
