Default Flowers?

Hello Fellow Growers
I Have A Mountain Ash Tree, Planted In 1992. It Looks Healthy, Big& Leafy. Both Last Year And This Year, It Has Hardy Flowered, Maybe A Half Dozen Flower Clusters.
Is It Just Not Enough Water? Help. The Tree Looks So Good, I'd Hate To Lose It Over Something Silly

In Australia we call Euc regnans; Mountain Ash, huge trees, some crack 400' tall.

Check out Acemaster Pics and you'll see what I mean.

They like poor soils usually rocky, and access to water, has the weather been dry in the last year?

The tree may be suffering from drought stress, therefore will not have enough vigour to produce flowers/fruit, and will only produce leaf/buds.
This is the same for trees with reduced light under dense forest canopies esp. coniferous, or those which grow on very poor soil, i.e. mine spoil.
With a correct balance of water and nutrients the tree should regain vigour and continue to be healthy within a year or two. Hope it does eh!
