to replace lost foliage, or to add more foliage. energy for a tree comes from Photosynthesis, this happens in the "green bits" / foliage mostly.

when a tree requires more energy for whatever reason, climatic conditions, poor tree practices (eg topping, flush cuts, leaving stubs), epcicormic shoots can sprout from dormant buds in the trunk, or from the Cambial zone from the wounding site.

well this is my understanding, but there is others on this site who, can set us straight...............

All leaves serve to produce food from sunlight.

Epicormic sprouts are growing on a stem because there is enough sunlight to produce food.

Frequently they appear after the canopy been damaged in some way - storms, poor pruning practices, removal of adjacent trees - what ever causes more sunlight to hit the tree.

Hacks who routinely skin trees of perfectly good foliage call them "suckers" when they don't "suck" anything. The epicormics put more energy back into the tree than the tree used to make them. The tree has a net positive gain for every leaf it can maintain through out a growing season.

Where these sprouts are attached, some of the excess photosynthates are used to increase the diameter of the stem at that point increasing the overall taper and thus the strength of the branch.

Others mistakenly call them "water sprouts" even though the tree may be suffering in a drought.

Call them what they are - epicormic sprouts. They arise from dormant buds sometimes buried deep within a branch and are usually a photo response.

Some disease processes can also cause excessive epicormic sprouting.

If you are a fruit or citrus producer, you know what it is.
