Default Easter white pine - some kind of worm?

Hi there,

There is some kind of worm on some White pines here in Toronto near the water. They are young specimens that were planted just last year.

I thought at first that it was European pine shoot moth but they are too large for that. They also look almost like two different larvae on the same plant.. maybe one is male and the other femal? Please take a look at the photos and tell me what you think.

I could get better photos in the near future if these don't suffice.
