Default dakar

To obtain planning retrospective planning permission for decking, I need to convince council that planter 82 cubic foot containing 3685 litres of nursery stock is more than suitable to grow 6 x Thuja Occidentalis.
They have a down on me that they will soon die despite 15 x airholes around each tree. Can someone please help convince these people?
