I have an old 20' tall pear tree with rotted trunk and few fruits. Should I cut it off flush with ground for new growth?

if it was a grafted specimen, then cutting it back to the ground will only leave you with D7 rootstock ~ and no fruit you could cut it back a little above that or use this tree as a rootstock and top graft onto it |
