Default arctic willow with different growth in middle

I planted this Arctic Blue Willow bush two years ago, since then i have been pruning it to make it into a ball, well this year some odd growth appeared in the middlle of the bush, it is some type of willow, and I let it grow since it is growing fast. Id like to prune it into a ball shape on top of this other one, but i would like to know what type it is and possibly how it got there, it is just coming out of the ground right next to the trunk of the arctic willow. do willows mind being pruned this into balls? or is it not good for them. if not i could move the bush to the back yard and let it grow freely. speaking of which how well do willows take to being moved? Thanks

Makes me wonder if you have a grafted root stock and that it is sending shoots up from below the graft.

I think Eric is right on. Another possibility would be shoots reverting to the parent stock above the graft - In either case, cut out the rampant growth IMMEDIATELY or it will take over, and instead of a manageable shrub, you'll quickly have a fast growing regular willow.
