This lemon has curly leaves his others have not. I can't see any evidence of insects, besides the shape the leaves look healthy.

Likely a fungal infection. You can use a copper based fungicide or try spraying the tree with Seasol/trichoderma mix diluted of course.

Citrus leafcurl is often caused by a leaf miner, isn't it? Is there any evidence of white trails across the leaves?

He said no and pictures look pretty clean of bugs and leaf is not a bad colour. Is it only one side of the tree? Maybe lack of water?
