American Linden - never leafed out this spring

I have an American Linden in the back yard that budded this spring, but has never leafed out. The tree was about 15 feet tall when it was brought in after the home was built. It has grown about 10 feet over the past 10 years. The tree budded this spring, but never leafed out. The branches were not brittle. The tree is not in a shaded area. Currently there are just a few leaves present, but they do not appear fully open. Any ideas on what has happened to this otherwise seemingly healthy tree? Thanks
