ok then the herbicide story is true (still the council's responsibility right?). If that left lead was dying back severely then that might explain the chop job and rapid dieback there.

Still in all you are right; that kind of topping does not fit any restoration pruning scenario I can imagine. Do you reckon it'll be mulched before another year goes by?
