Portland (or examples you mentioned) have other opportunities to learn to, without enrollment - volunteer things.

There is the Hoyt Arboretum, The World Forestry Center (think that's the name now), the Rhododendron test garden and the Oregon Garden. Almost all do volunteer stuff, and there are expert people around to share stuff and work with.
