Unhappy That Tangerine again!

Ol?, G'day

Back again with some new probs on my ailing Tangerine. It has never been right but some new growth during the last few months was giving me hope.

Then I spotted Mildew on some of the leaves, some sort of bug that exudes a sweet liquid I believe, small and white they are.

Then though, on closer inspection I spotted lots of what I can only say looked like little "Limpets" (of the sea variety) all over me little tree.

They are about 2-9mm in diameter, grey/white with orange (ironically) markings and have like lots of fine white legs, when I squash them an orange puss comes out.

I include a piccy but I'm afraid my camera is no good for close-ups. The little culprits are just below the freshly cut branch around centre right of the photo.

Do you know what it is
