Most council permits here recommend that the works be carried out by qualified and/or experienced Arborist.

The position will involve some climbing, but not all of the climbing. It will be as much a part of the job to train and oversee other climbers on the crew.

For me ideally, a foreman/crew leader is on the ground rather than up a tree. Best position to direct a climber and other ground crew, liase with client etc.

Yes ekka a good foreman may be great at organising his crew and the job, but when pressed for some technical answers by a client may not be able to deliver
