You're right to recognise the negative impact on all levels of life in that scrub of the clearing, but I often find the more proactive LGA's have criteria for safety of public using paths and parks and that scrub can (perhaps not in your photo eg though) provide shelter for some less desirable human species too.
Its a very hard balancing act that the responsible LGA has to make...the irresponsible ones just don't try either nuke everything irrespective or leave great big chunks of large scrub right next to paths and play areas!
