Collar rot is a fungal pathogen, could be many types, looks a little like Phelinus noxious.
The ants are just taking advantage of the situation, usually they come get some of the sugars that the tree is exuding.
All will die if that soil is not removed and original grade restored.

I have dug open the base of the tree - see photo attached. I cannot see any fungus in the ground really? We have been having very wet rainy season - isnt the ground perhaps to wet for the tree? also why would this tree die while the same trees right next to it (4 m) on both sides is flourishing???
