7" inches of rain; that's it? Do you get any precipitation in the form of snow in the winter? If this is the total precipitation per year, you live in a desert. If this is the case I wouldn't try to grow blue spruce nor Austrian pines without irrigation. Otherwise you're predisposing them to pests and diseases-in particular borers. You should take a close observation of those pines in the vacant lot. If they do have borers, you will not have to continue to irrigate your pines but treat with carbaryl or imidicloprid as well.
