Default Sea Grape Dying w/ new gravel driveway

I have a Sea Grape tree in prime location for a shady spot in my driveway. Originally the parking spot under the tree was mulch before we bought our house, but we switched over to white rock gravel for a cleaner lasting look this past Fall.

I thought the leaves were just browning as they do every year during that time but now it's April and numerous other sea grape trees in the neighborhood are flourishing while mine looks like it's in autumn up north.

Any ideas on how to figure out what's going on? My soil is basically all sand throughout the yard if that matters.
