Olá. G'day

The little peach tree that I raised 4-5 inches is in bloom, not much mind but it's only small.
I am worried because most of the new growth is coming out of the area that was previously below ground level, see pictures:
Should I nip this new growth off before it goes too far and will doing this enable more growth over the upper section of the tree?
