Crateagus as you've suggested, I think would be ok.

Not too familiar with Ceanothus but I think Eucryphia may be a touch delicate for hardcore wind.

Juniperus spp.?

Hippophae rhamnoides

Perhaps even Pines? Pinus contorta springs to mind as fairly tough.
