The top of that cut is too close to (even into) the collar... cut 3 should start out from the leave branch leaving the collar completely in tact. Also the final cut should be just slightly outward to the leave branch, not steeply angled away from it. Several sources that I have on the subject consider cut 3 as shown as the WRONG WAY to cut a branch. Most have the final cut parallel to the leave branch, or angled slightly away from it (angle a and angle b and such gets too complicated). Cut 1 and cut 2 are fine here though.

But that's me and my UC (University of California) Davis training methods. I also found this on a UC Davis web site (back to the original topic of topping trees):

In summary, you can prolong the useful life of your trees by making proper pruning cuts and avoiding all unnecessary wounds. Be sure to avoid topping trees, especially old trees. Serious branch and trunk decay often results from topping.
