Run of the mill old Microsoft Paint is easiest.
Just open the picture as a file in Paint, click on the line, click the color and away you go, then hit save or save as if you dont want to over write the orginal file.
Oh, when you click on the line it comes up a column of sizes, I like the one about 3 down.
