Around here, I've seen topped Photinia / Red tip, a huge shrub tree, grow back 8 feet in one year, and I'll bet that tree may beat it with your weather.

So if maybe it can go 15 feet a year - just a guess - how about 3 years.

Looks like 35 to 40 growth to be, above the topping stub.

Odds are the first year's sprouts were not as radical as the consecutive years.

3 years?

Now one other way to look at it, would be growing seasons, which could make my guess 2 and 1/2 years.
