I had to go through all the crap to get a California permit for my pre-ban DPMS Panther when I lived in CA (one of the 1990s loophole Colt AR knock-offs). My DPMS has a flash suppressor, detachable magazines (large federal pre-ban size), flare launcher, bayonette mount and bayonette, pistol grip (they all do), and telescoping stock. Origially it was sold to the Dallas SWAT. I got it for cheap becasue the ejector was not working right; I added a D-ring ejector that the guy that co-invented the rifle designed to overcome that flaw, and it works great.
In California, only ONE of the special assault rifle features are allowed on an AR (or any of the others, like the AK), and that is the lower pistol grip. The only AR you can legally buy there is the fixed-magazine with a fixed stock. That is not much of an AR. None of the other features are allowed, and all of the rifles on the assualt list cannot be sold, traded, willed or even loaned out. They must leave the state, be taken to a police station for destruction, or sold through a licensed federal gun dealer out of state. So you can own it, but that's it.
Here in OR? My CA registered DPMS Panther "assault weapon" is just a long gun. You do not even need to register one in a private sale here. I can basically sell it here to anyone over the age of 18. No such thing as a private gun sale in CA.
