... BUT a snitch in the council then lets Erk Brudi know of the scam who quickly gains media attention as he can definately tell everyone how sound and stable the tree is with his censors and pulling equipment as well as assist in condemning Mattheck's data as fraudulent.
Council dont want to look like a bunch of DH's so they get Brudi in who hooks up his gear and pulls here and there and suggests the same is done with saturated soils. So now a water tanker comes along and half floods the area, the pull test is complete and comparisons made.
A board meeting is called to analyse all the various data and options.
After the debate the options remained the same as everyone elses who spent 0.02 on the matter.
1/ Leave it alone
2/ Prune it
3/ Remove it
Maybe a 3 sided coin needs to be invented, would save a lot of expense, the decision making process cost a meager $12,000 and no-ones done anything yet.
Hence the story of the New Farm Jacarandas, where massive pruning was done on the side of the lean but everyone got greased along the way which makes it so much more intelligent a decision and ended up with further failures and lots of removals.
