some older snorkel lifts or sissor lifts{ probably not the type associated with tree work} were manufactured without tie off points on them. osha regulations require that workers tie off to an approved point of attachment when operating them. that looks like such a setup to satisfy such requirements.

might work well on smaller pine chunks but it may bind up under larger loads
