Wow. That stuff sells for a lot at nurseries around here. I have never seen it get that far out of control before. I have several in pots here. It is supposed to be deer-proof, but the deer eat it here. So I doubt that it is that poisonous (deer are very pickey about what they eat, though they do eat my poisonous tomatoes and potatoes).

As for goats, I hate them more than the invasive plants around here. I made the GF get rid of them. They eat everything, knock stuff down, and they will eat your clothes off you back if you let them. Sheep are bad enough... but at least they do not pee on their own heads when they are in rut, and they do not knock stuff down. They will gurdle trees though.
