Hi Harald and welcome to the site....there are a few more details about the tree and the site that would make any response to your question more useful, but lets work with what you've provided.

Generally irrespective of tree type there are six factors at play in the failure of apparently healthy plants to bloom. Age of the plant, environmental temperature, alternate flowering, available levels of light and duration, soil environment (often incorrectly termed nutrition) and pruning practices.

Now with your Delonix age would not seem to be an issue, also as a species they flower at a very young age right through to their last years, temperature wouldn't seem to be an issue either since Brissy has been well within the optinmum range for healthy Delonix growth. Alternate flowering could be a possiblity but I seriously doubt it.
Now you also mention the canopy being sparse which leads me to suspect that perhaps light levels are insufficient for the normal healthy growth of the tree...is it being shaded significantly by another tree/building? If not then I would suspect that the soil environment is inadequate..this too could produce poor inadequate foliage volumes for a mature tree, as well as impact on the ability of the tree to form flowers. last but not least is of course our fiend (no not misspelt) and yours lopping...if lopping has caused sufficient damage to the branch structure of the tree this could retard normal growth and impact flowering as well...though you would not expect flowering throughout the tree to be affected by pruning alone (unless the entire tree were topped!)

So what we need form you is an idea of the growing conditions of your Delonix, what is it growing in...soil type depth(if known) irrigation if provided, drainage etc... We would also need to know what is next to the tree...a bigger tree, a building, car park etc...

I'm certain that of the numerous good Arborists who live and work in your city who post on this site there will be at least one how will pm you to get some on site advice if possible!
